When I attended the American Railway Engineering and Maintenance-of-Way Association's annual conference and expo on Sept. 18, I was curious to find out what Amtrak CEO Joe Boardman was going to talk about during his keynote address at the chairman's luncheon. I figured he would touch on developments in the Northeast Corridor and attempts to establish high- and higher-speed rail in various parts of the country. Boardman didn't disappoint on those counts.
